Combine all sauce ingredients in a saucepan and bring to boil over medium high heat.
Set aside.
In a bowl combine ground chicken and diced peppers.
Add 1/2 of the sauce and stir to combine.
Put about 1 Tbsp of the chicken mix in the middle of the won ton wrapper.
Fold over won ton wrapper into a half moon shape and seal shut.
Heat vegetable oil in a skillet over medium high heat.
Cook won tons in oil for 2-3 minutes per side until golden brown.
Serve with remaining sweet and sour sauce.
